This character is Kos-Mos from Xenosaga and it’s her design in the 3rd game. She’s a robot girl and this is one of her “ultimate attacks”, where blades pop out of her chest, cutting open her top to reveal her cleavage, and then an energy blast charges between her boobs.
I thought you might get a laugh at the ridiculousness of it.
